「以下」には、 no more than; not greater than; equal to or less than; less than or equal to; sth or lessなどの表現があるが、「未満」、「より小さい」、「より少ない」と混同しないこと。未満には、該当する値は含まれないが、「以下」には該当する値が含まれる。
